    1. CRC Patna Objectives:

    CRC Patna, at its inception itself had projected multifarious activities to enhance the quality of life of persons with disabilities. Accordingly, the main objective of CRC has been identified as follows:

    1. To serve as Resource Centre for rehabilitation and special education of persons with disabilities.
    2. To undertake human resource development by training rehabilitation professionals, village level workers, multi -rehabilitation workers and other functionaries in Govt. and non-Govt. sector, required for providing services to persons with disabilities.
    3. To undertake public education programmes for creation of awareness in the parents and the community.
    4. To undertake designing, fabrication and fitment of aids and appliances.
    5. To undertake services of education and skill development leading to enhancement of opportunities for employment, rehabilitation, mobility, communication, recreation and integration in society.
    6. To undertake research and development with specific reference to needs of diverse groups of people with disability, keeping in view the nature and severity of disability in the region.
    7. To develop strategies for delivery of rehabilitation services suitable to the socio-cultural background of the region.
    8. To stimulate growth of services by encouraging and supporting voluntary organization, parent groups and self-help groups.
    9. To establish linkages with existing medical, educational and employment services, following the principles of community-based rehabilitation and offer extension services in the rural areas.

    2. Target Population
    As per the latest Census 2011, Persons with Disabilities in India is 2.68 Crore which is 2.21 % of the total population of the Country.
    The total population of PWDs in Bihar State is 23.31 Lakh, which is 8.69 % of the total disabled population of the Country and 2.23 % of the total population of the State (10.41 Crores).

    3. Status of construction of Hostel building:
    The foundation stone of the Hostel building was laid down by the then Honorable Minister Shri Thawarchand Gehlot, Ministry of Social Justice & Empowerment, Govt. of India on 8th July, 2018. The construction of the hostel building is expected to be completed very soon.

    D. Outreach services
    This section conducts assessment and assistive aids & appliances distribution camp to the different districts in Bihar under ADIP scheme. The main objective of the scheme is to assist the needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern standard aids and appliances to promote physical, social, psychological rehabilitation of Persons with Disabilities by reducing the effects of disabilities and at the same time enhance their economics potential. Assistive devices are given to PwDs with an aim to improve their independent functioning and the arrest the extent of disability and occurrence of secondary disability. During this year total 705 PwDs were benefited by receiving 916 numbers of Aids and appliances through the camps.

    Activities of Social Economic Rehabilitation Unit
    A Rehabilitation Camp for Divyangjan to provide/facilitate rehabilitation services (Disability Pension, Roadways Travel Concession, UDID Card, Railway Travel Concession, NHFDC (Education/Business) Loan, Scholarships and admission for Higher Education, Admission in Vocational/ Skill Training Courses, Scriber /Reader/Assistant for examination, Guidance for Legal Guardianship) at CRC Patna campus on 17.9.2022 (Saturday) from 10:00 AM onwards. The program was jointly organized with the Assistant Director, Special Employment Exchange for Divyangjan, Govt. of Bihar, and National Career Center for Differently Abled (VRCH), Govt. of India was organized at CRC Patna on 17.09.2022 and a total of 147 Persons with Disabilities participated in the program.
    A webinar on the topic “Govt. of India Schemes for Empowerment of Persons with Disabilities”, was organized on dated 28.10.2022 from 11:30 AM to 12:30 PM, through google meet. Shri Kanu Manu Chourasia, Ex GC Member of NILD Kolkata and Regional Head of Saksham was the speaker. The webinar was coordinated by Mr. Dev Nandan Kumar, Rehabilitation Officer, CRC Patna. The webinar was participated by a total of 152 participants.
    The SER unit conducted a survey of Persons with disabilities in Chandrayan Panchayat under Nauhatta Block, District – Saharsa with effect from 24.11.22 to 27.11.22. In the above-said survey, information on visible disabilities such as Locomotor Disability, Blindness, Deaf and Hard of Hearing, Speech-Language Disorder, Intellectual Disability, Multiple Disabilities, Low Vision, Muscular Dystrophy, Leprosy cured, and Cerebral Palsy was only collected, the team visited total 1322 households collected data of 302 persons with disabilities.
    CRC Patna celebrated World Braille Day on 04.01.2023, which was an international day and is annually celebrated on January 4, the birthday of Braille inventor, Louis Braille. The day is marked to celebrate awareness about the importance of braille as a means of communication in the full realization of human rights for blind and visually impaired people. The day recognizes the contributions of Louis Braille in helping blind and visually impaired people to read and write. The program was inaugurated by Shri Ranoj Pratap, Deputy, Deputy Director General, Ministry of Electronics and Information Technology, Govt. of India. The Programme was attended by a total of 64 participants.

    Job Fair for Persons with Disabilities (Divyangjan)” was organized by CRC Patna on dated 24.02.2023 (Friday). The program was jointly organized with Sub–Regional Employment Exchange, Patna Office, Govt. of Bihar. A total of 128 Persons with Disabilities participated in the Job Fair and were interviewed by the Reliance Retails, Flip Kart, Youth for Jobs, etc. and 83 persons with disabilities have also been registered on Govt. of India job portal NCS.
    In the Service Training Programme from 01.03.2023 to 03.03.2023 for Resource Teachers/ Inclusive Teachers working under the Bihar Education Project Council (BEPC), Govt. of Bihar was organized. The Programme was inaugurated by Shri Baidyanath Yadav, IAS, State Project Director, Education Department, Govt. of Bihar at CRC Patna. A total of 89 Govt. of Bihar Special Educators/ Resource Teachers/ Inclusive Teachers attended the program.
    Three days training program of Special Educators working under the Bihar Education Project Council (BEPC), Govt. of Bihar was organized by CRC Patna from 04.03.2023 to 06.03.2023 at CRC Patna. The programme was formally inaugurated by Md. Imtiyaz Alam, State Programme Officer, Education Department, Govt, of Bihar. The Training program was attended by a total of 71 Govt. Special Educators.

    CRC Patna jointly with Bihar Education Project Council (BEPC), Govt. of Bihar organized a Three days training program of Special Educators working under Govt. of Bihar. The program was formally inaugurated by State Consultant Inclusive Education, UNICEF, and Md. Imtiyaz Alam, State Programme Officer, Education Department, Govt, of Bihar. The Training program was attended by a total of 81 Govt. Special Educators.

    Activities at CRC Patna
    A. Independence Day 2022:
    Independence Day 2022 has been observed at the campus of the centre on 15th August 2022. All staff attended flag hosting ceremony following COVID 19 guidelines. Ms. Priyadarshini, Officer In-charge hosting the national flag.

    B. International day of Yoga :
    8th International Yoga Day with a theme of “Yoga for Humanity” was celebrated by the Staff and students of CRC, Patna with great enthusiasm as per the Ministry guideline F.NO.A-42018/26/2019-Estt dated 7th June 2022, CRC, Patna. It was celebrated on the designated date i.e 13.06.2022. Total numbers of 69 participates were attended the event. The program started with welcome note given by Ms. Priyadarshini, Officer – in- Charge, CRC Patna. She conveyed the key massage on the year theme.

    C. Hindi Pakhwada (14.09.2022 to 29.09.2022):
    Hindi Pakhwada has been celebrated from 14.09.2022 to 29.09.2022 at the centre with Program inaugurated at the CRC, Patna by Ms. Priyadarshini, Officer In-charge with observance of Hindi Diwas on 14.09.2022.
    Staff and students have been participated in Hindi Kabita Path, Hindi Pathan in virtual mode and Hindi Pakhwada ended on 29.09.2022.

    D. Observance of Swachhta Week
    With reference to the ministry letter Ref. No. A-42018/46/2021-ESTT dated 03.10.2022 as Special Campaign 2.0 (2nd Oct, to 31st Oct, 2022) to dispose of pending reference, various team of CRC, Patna visited different Government Offices to encourage the awareness of swachata.

    E. Observance of the 2022 International Day of Persons with Disabilities (IDPD)
    Since 1992, the international Day of person with Disabilities (IDPD) has been annually observed on 3rd December around the word. The theme for the 2022 IDPD is “Transformative solutions for inclusive development: the role of innovation in fueling on accessible and equitable world. The focuses on the need for innovative solutions to help create an inclusive developmental model to aid people disabilities. The aim is to raise awareness and exchange good practices on the importance of innovation as a tool to increase the possibilities for person with disabilities to both create and participate in employment by sharing knowledge research and good examples of innovative and transformative solutions from the private sector, the public sector and the people (3Ps) and therefore reduce the gap in inequalities.
    The 2022 observance of IDPD at CRC, Patna done by series of events reflecting current theme. Event was inaugurated by lighting lamp by Dr. Rupashree Dasgupta, Associate Professor cum Vice Principle, IGIMS Nursing College,Patna., Mrs. Bobby, Deputy Registrar NIT Patna and Mrs. Priyadarshini, Asst. professor in Speech Pathology cum Officer-In-Charge, CRC Patna and the invited dignitaries, followed by the welcome song sung by the students of CRC Patna Chief Guest and other dignitaries addressed IDPD 2022 theme and delivered speeches. Inaugural session was conclude with vote of thanks by Miss. Poulami Santra , Administrative Officer. Total of 177 Divyangjan, Parents, children, students and people with disabilities registered for the programme.

    Physiotherapy Assessment Camp
    A free Physiotherapy assessment camp was organized for CRC Patna at 28.11.2022 from 10:00 am total of 19 patients registered for assessment. Assessment was done by Mrs. Lalli Singh lecture Physiotherapy and Mrs. Swarn Lata, Physiotherapist.     Hearing screening camp
    A Hearing screening camp organized for general population for hearing problem person on 29.11.2022 from 10:00am to 3:00 pm. total no. 27 participants registered for screening. The Assessment and screening was done by Mrs. Chandramala Shaurya , clinical Assist. SP. and HG.
    Slogan competition and painting competition.
    A slogan competition and painting competition were held on 30.11.2022 for special children, persons with disabilities, and students at CRC Patna. A total of 19 students, special children, and people with disabilities participated in the competition mentioned above.

    The students of CRC, Patna, and special children performed speeches, dances, songs, and poem recitations on the IDPD 2022 theme.

    Winners in the categories of slogan, painting, poster, and photography received awards and certificates. An acknowledgment of participation was given to workshop attendees.

    F. Celebration of Republic Day 2023:

    Republic Day2023 has been observed at the campus of the centre on 26th January 2023. Students and all staff attended the flag hosting ceremony. Mrs. Priyadarshini, Asst Professor in Speech Pathology and Officer in charge hosted the national flag on the day with all staffs and students.


    G. Hands on Training Programme for Rehab professionals of District Early intervention centres in the State under Rashriya Bal Suraksha Karyakram at CRC Patna: CRC Patna supported to provide two days hands on training programme at the centre to the DEIC staffs under RBSK at the centre between 25th 26th (lecture) and 28th March, 2022. A total 32 professionals attended the programme.
    H. One Day Awareness Programme on ‘RPWD Act, 2016’ on 30.03.2022
    One day Awareness programme on ‘RPwD Act, 2016’ organized by CRC Patna at Auditorium Hall. Total numbers of 112 participants attended the event. PG students of psychology participated and interacted about the benefits of RPwD act 2016.

    I. One day training workshop for Government school teachers and parents on The disabilities and inclusive education on 31-03-2022

    One day training workshop programme organized by CRC Patna at Government Boy’s Middle School at Shastrinagar Patna. Total numbers of 21 participants including Government teachers, parents attended the workshop.

    J. CET-Examination 2021

    Bachelor and Masters level of programme (BPT/BOT/BPO & MPT/MOT/MPO) were conducted at the centre on 05.09.2021. Total number of candidates in the said examination was 295.

    K. Training of Students from College of Commerce, Art and Science, Patna

    15 days job training was provided to the group of 10 PGDCP (Post Graduate diploma in Clinical Psychology), from the Institute of Psychological Research and Service, Patna University, Patna between 21.11.2021 to 06.12.2021. A 34 Post Graduate Psychology Students from the Depart. of Psychology; College of Commerce, Art and Science, Patliputra University, Kankarbag, Patna visited the centre for the clinical training at the centre between 28.03.2022-31.03.2022.

    Mr. Praveen Kumar, DDA, NILD, Kolkata, Dr. Ameed Equebal, Nodal officer, CRC, Patna and Asst. Director(Training) along with other members of Project Monitoring Committee visited CRC PATNA on 11.09.2022 regarding monitoring of on-going construction works of hostel building of CRC, Patna.

    3. Visit of Honourable Minister Dr. Virendra Kumar at CRC, Patna on 25.12.2022.
    Honorable Cabinet Minister Dr. Virendra Kumar, DEPwDs, M/o Social Justice & Empowerment, Govt. of India has visited at CRC, Patna on 25/12/2022. He inspected the ongoing activities of CRC, Patna and progress of ongoing construction works of hostel building along with CPWD engineers regarding completion of work on early basis. He also distributed assistive aids & appliances under ADIP scheme.

    4. Under-Secretary Visit on 07.03.2023

    Shri Navin Kumar, Under-secretary, DEPwDs, M/o Social Justice & Empowerment, Govt. of India visited CRC PATNA on 07.03.2023 regarding monitoring of on-going construction works of hostel building of CRC, Patna.
    He visited OPD, interacted with patients and students followed by meeting with CPWD officials. They also met with CRC officer and staffs on different on-going official issues of CRC, Patna.

    5. Visit of Director, NILD, Kolkata along with CMD , ALIMCO on 15.02.2023

    Dr. P. P. Mohanty, Director(offg.), NILD, Kolkata visited CRC PATNA on 15.02.2023 regarding monitoring of on-going construction works of hostel building of CRC, Patna. Mr. Praveen Kumar, CMD, Artificial Limbs Manufacturing Corporation of India (ALIMCO) also visit CRC, Patna at that time regarding finalization set up of RMC of ALIMCO at the premises of CRC, Patna.

    Workshop Training
    Two days National Experts Meeting on the development of a Training module for Inservice Resourse Teachers & Resource Persons (Hearing, Visual and Intellectual disabilities) working under Bihar Education Project Council. Govt. of Bihar, dated:-21st,February 2023 and 22nd, February 2023. 
    SPECIAL PROGRAM REPORT: –
    3-days Module Development Program and Conduction of Training of in-service special teachers working in field of Visual impairment, Hearing impairment, and intellectual disability with Bihar Education project council, through the Composite regional center (CRC) Patna, in collaboration of UNICEF, Bihar.
    Background: –
    In India over 2.2% of population endures some form of severe mental, physical or other type of disability. In today’s era where development of all people are included, more focus is emphasized on sustainable development of individuals with disabilities in terms of education and health.
    The education policy 2020, focuses on enabling children with disabilities to learn in an healthy environment, providing stress free education and enhancing the sign language, also, according to new policy they are promoting home based education for children not able to reach school even the awareness and knowledge among teachers to how to teach children with special needs will also be a integral part of all teacher education programs.
    Process of training and manual development for SSA teachers: –
    CRC Patna coordinated with the expert members, invited them and revised the existing 5 days manual into 3 days manual program, also it supported the training program and arranged the resource person as per the requirement for training. CRC Patna with its internal committee selected the panel to be invited as expert for manual development. Once the manual was ready further resource person were selected in order to conduct the training.
    The training was imparted to in service special teachers working in the field of visual impairment, hearing disability, and intellectual disability. The training was imparted to 833 special teachers working with Bihar education project council, through the CRC Patna in collaboration of UNICEF, Bihar. The training was imparted in 18 batches covering 838 participants. The trainers was called from various reputed organizations by CRC Patna.
    The training was initiated on 1st march 2023 and the entire batch got over on 27th march 2023. There were 6 batches for each discipline.

    Outcome of the training: –
    1) Making resource teachers aware of new assistive device in the field of inclusive education(IE)
    2) Refreshing the previous knowledge of Inclusive education.
    3) Come up with standardized education progress format for the state
    4) Special emphasis was given to preparing the inclusive lesson plan,
    5) Enhance the understanding of braille, sign language and screening process in the respective field
